In library terms, those "legs" are technology, reader’s advisory services, and outreach and programming. She advocated that more attention be paid to the latter two services in order to keep libraries at the center of their communities. A lively discussion concluded the program. U.S. Consul General Jo Ellen Powell was invited to be the keynote speaker at the City of Frankfurt's German Unity Day celebration in the Paulskirche making her the first woman and non-German to receive this honor. Following musical presentations by the International Choir Frankfurt and an address by City Councillor Boris Rhein, the Consul General gave a speech on "The United States, Unified Germany and the Unity of the West" to 1200 guests from Frankfurt and the Rhein-Main region.  She emphasized how Americans share in the joy of a peaceful unification of Germany and Europe based on their own experience of reunification through a bloody Civil War.  She gave great credit to Germanys political and economic achievements after reunification evoking the long and painful process of reuniting the American North and South in order to overcome the legacy of slavery and secession. She said that prominent voices on both sides of the Atlantic stressing fundamental differences between Old and New World only reflected insecurities as a result of a completely changed post-Cold War world order.  The Consul General pointed to the great heterogeneity within Europe and the U.S. and urged the audience not to forget the large extent to which the United States and Europe share a common political, economic and intellectual history. She reminded that existing transatlantic differences should be seen as creative diversity and that the motto which expresses American strength and spirit could also apply to the countries of the West, "E Pluribus Unum."

Seminar on "European and American Economic and Social Policies - A Comparison"
Participants discuss European and American policies
September14-15, 2007.

The comparative analysis offered some surprising new insights, for example, into the existence of a "hidden" welfare state in the U.S. in the form of the "earned income tax credit," the most effective instrument of social welfare payments. Also, participants learned that after tax the U.S. is very close to Sweden in the share of social benefit payments in the federal budget, i.e. 27% versus. 30%.
