October 7, 2004. On October 7 2004, U.S. Ambassador to Germany Coats visited Rheinland-Pfalz Minister President Kurt Beck at the State Chancellery in Mainz to discuss the Global Defense Posture Review and related issues. U.S. President George Bush announced a plan for Global Posture Review on August 16, 2004.
